D) It was the country the soldiers of which we are training on our soil.

CM, in all my time in Germany (~15 years) I have never heard high ranking political figures talk so openly and in such detail about Germany's subservient "host-nation" status. It put me in mind of the Roman Empire and the fealty and logistics they demanded and extracted from conquered lands to support their reign and further their military campaigns.

Imo the lede here is the 'civil defence.'

What is the opposite of this?

Un-civil defence.

The people of Germany are going to have to learn to be disobedient.

Oh goody… they expect European populations to go to war for governments who openly despise them. As if we weren’t demoralised enough at seeing these self same governments openly denigrate their civilians whilst performing a controlled demolition of their societies. Maybe they can rally the imported diversity and alphabet people to fight there dirty little war. If they tried to draft me I would ask to be shown how to use a weapon ASAP so I could turn it on every commanding officer within my vicinity…
